According to the CBS, anyone can register as jobless even though they have never held a job, which disqualifies them from receiving WW benefits and their number is rising. More people are working on short-term contracts and fewer people are losing their jobs at the same time; these individuals are not eligible to receive the benefit if their contracts are not renewed. Only 44,000 of the 145,000 WW benefit claims paid by the UWV benefits agency between July and September were for recipients who were completely jobless.

People who switch from a full-time to a part-time work are eligible for benefits to assist cover the gap. The official unemployment rate in the Netherlands is 366,000, or 3.7% of the total population.
